Where do I find it?
When sellers go to create a new Promoted Listings Advanced campaign, they’ll see Manual alongside Smart, which would be used if seeking more automation and less control over the management of campaign targeting and ad settings. Here, select Manual and you’ll find the option for dynamic bidding during campaign creation. Sellers can enable dynamic bidding on existing Promoted Listings Advanced campaigns that use manual targeting from their campaign dashboard page. If sellers want to keep that control, they can leave dynamic bidding turned off.
